A friend who hasn't lived with her husband for over 10 years, is finally getting her WC settlement here in CA. Is it (the settlement) considered community property?????

the indemnity part for lost wages, yes....the future medical part, no.

Is there a 'legal seperation' filed, or has there been any divorce proceeding initiated...?

The legal Date of Seperation controls entitlement to community property, and this may be stipped to by the parties or determined by the Family law court.
