Notice of Intent is issued by a WCJ only at a hearing, conference or trial where the lien claimant has not appeared or notified that board that they are available by phone. Then, if NOI is issued, you mus tshow good cause to avoid dismissal.

Absent a date at the WCAB, you will not get a dismissal.

If you are seeking dismissal, file a DOR for Conference, send proper notices and show up.
If you are trying to avoid dismissal, do a calendar check and make sure you have not missed a date.

If you, and the IC, are unable to reach your lien rep within a reasonable amount of time, you are on the right track to try to find a new lien rep.

Notify the carrier. Perhaps your office staff can settle the lien over the phone and avoid the WCAB altogether?
